Not everyone recieves that kind of money they turn in their "clunker". Second the "$4500" off your taxes is not recieved until the buyer purchases a new car with a higher MPG. Third, the goverment can't help the fact that people useing this program want to buy foriegn cars and anyways, it sure is one heck of a lot better than no one buying cars at all. PS: What data? You can tell it's working the fact that in less than a week the billion plus dollars has been pumped into the car manufacturers the old fassioned way.
